Now this stirs as a problem. I can see that causing huge damage to the waters and the corals. But at the same time, where would they dump the sewer water if they don't put it there.

I'm not sure what the process is, but don't many municipalities treat their sewage before disposing of it?

This kind of thing is a problem on a smaller scale in other communities too, where pet waste and lawn chemicals are washed down storm drains and leave traces in local beach water.
