In the UK there is a system of awards that are issue each year that signify how clean a beach and it's waters are. One flag for beach, one for water. It is based on things like litter on the beach and faecal matter and other waste in the water and is an excellent way of judging the cleanliness of the water.

Do beaches in the USA do that? What about other countries?

I'm not aware of a formal system like that in Canada. If you go to the beaches in Toronto, there will be signs indicating if the water's fit for swimming, and the local TV news stations keep us informed, too.

I have seen the flag system while on vacation in the Caribbean to warn against rough waters, though.

So it is the people who profit from your visiting the beach that decide whether it is safe for you? I would NOT trust that system in the slightest!

I'm not aware that the people who put the signs up profit from the use of the public beaches here.
